Lane rental is a daily charge that a council can apply when works occupy a busy street at its busiest times. It is designed to push works out of peak hours and to shorten them. As of October 2026, seven English authorities are approved to run lane rental schemes: Buckinghamshire, North Yorkshire, Oxfordshire, Camden, Enfield, Lambeth and Merton. The approval came from the Street Works (Charges for Occupation of the Highway) Order 2026, which was made on 16 April 2026 and came into force on 27 April 2026.

At the same time, overrun charges for works that run on too long now apply at weekends and on public holidays, not just on weekdays. If you dig up a road, manage the people who do, or plan temporary traffic management on a live carriageway, these two changes affect how you schedule and document your work.
